He also claims adds on are included in that fee and that Vlahovic will earn £5.8m (€7m) per season net at the Allianz Stadium.
Romano adds Vlahovic will now travel to Turin to undergo a medical before signing a ‘long-term contract’ soon.
The news brings one of the sagas of the January window to a close, but represents a definitive blow to Mikel Arteta and Arsenal.
Vlahovic has 20 goals in 24 matches for La Viola this season and was seen as an upgrade on Gunners outcast Pierre-Emerick Aubameyang.

Reports, such as The Athletic, have claimed that Arsenal have already turned their attention to other targets that include Alexander Isak, Victor Osimhen, Dominic Calvert-Lewin and Luka Jovic.
Isak extended his contract last October and Sociedad capitalised on the chance to insert a €90million (£75m) release in the deal, but his is the only potential deal that would require little negotiation if the Gunners are willing to stump up the fee.
Arsenal have just three recognised first-team strikers available for them at the moment in Gabriel Martinelli, Alexandre Lacazette and Eddie Nketiah.

Former club captain Aubameyang has not featured for the club since the start of December after seeing the armband taken away from him due to repeated disciplinary breaches.

Young forward Folarin Balogun left the club in January to join Middlesbrough on loan.
